David Victor is one of today’s most effective and influential scholars working on climate and energy policy. His path­breaking book, Global Warming Gridlock (2011), explained why the Kyoto Protocol in 1997 failed, not as a scientific strategy, but as a negotiating strategy. Drawing on his prior work on climate policy, two highly influential studies of the global gas and oil industries, and his work on international negotiations, he proposed a radically new voluntary and distributed negotiating approach, whose major elements helped design the Paris negotiations, which achieved the first truly global agreement on climate involving both the developed and developing worlds.
