Katherine Baicker investigates the factors that drive the distribution and effectiveness of public and private health insurance, particularly the effect of health care reforms on the distribution and quality of care. She served as co-PI on the Oregon health insurance experiment, studying the effects of expanding public insurance on health care use, expenditures, and outcomes for low-income adults. Her results sparked policy debates at the highest levels of government.
